fix(webui/updater): announce backup snapshot refresh so slow-network runs don't look frozen
After 'Generated apps-tools.json...' the next step reaches remote backup locations (restic over SSH) with its output captured in $(...), so on a slow connection the updater looked stalled with no message. Print an in-progress notice before it, mirroring the per-app refresh hook loop.
